Supplementary Benchmarks for Administrative Penalty Discretion in Emergency Management of Guangxi Zhuang Autonomous Region

This document applies to emergency management authorities at all levels in the Guangxi Zhuang Autonomous Region when exercising discretion in imposing administrative penalties for production and business entities, as well as to entities that contract out or lease production projects, premises, or equipment. It supplements penalty benchmarks for concealing accident hazards in leased or contracted premises or equipment: a fine of RMB 10,000–20,000 for fewer than three general hazards or one major hazard; RMB 20,000–40,000 for three to fewer than seven general hazards or two major hazards; and RMB 40,000–50,000 for seven or more general hazards or three or more major hazards. The applicability instructions follow the national emergency management administrative penalty discretion benchmarks.
