Guidelines for Special Equipment Renewal Assessment—Part 9: Mobile Pressure Vessels
Abstract
This document applies to renewal assessments of in-service railway tank cars, road tank vehicles and tank containers, while tube trailers and multiple-element gas containers may refer to it. It covers tanks, piping, safety accessories, loading and unloading accessories, and running gear or frames. Users shall provide authentic and complete design, manufacturing, modification and major repair, operation management, and inspection records, and ensure that testing instruments are periodically verified or calibrated and traceable. Assessments shall separately determine the tank safety condition grade and the acceptability of other parts, and an assessment report shall be issued. Equipment with tanks rated Grade 4 or 5, or with other parts deemed unacceptable, shall not be used and shall be promptly repaired, modified or replaced; Grade 3 equipment shall be subject to safety controls and monitored use; Grade 1 or 2 equipment and equipment with acceptable other parts may be used with enhanced maintenance. Equipment assessed as requiring immediate modification is prohibited from use until the modification is completed.
