Abstract
This document applies to residual value assessments of retired traction batteries used in vehicles and battery-production process scraps, covering battery packs, modules or cells with reuse value, as well as material residual value for batteries without reuse value. Assessment bodies shall use a publicly available fair market price system and ensure that underlying data are authentic and reliable; laboratories conducting elemental testing shall hold CNAS accreditation or CMA or equivalent testing capability. The document specifies procedures for inspection and registration, dismantling, residual-capacity and internal-resistance testing, physical treatment, elemental testing and valuation, and provides separate valuation routes for battery reuse and material recovery. Assessment bodies shall issue reports as required, conduct sampling inspections and sample testing, maintain assessment ledgers for at least five years, periodically maintain and calibrate equipment, and identify data-error risks.
