Measures for the Administration of Self-Monitoring by Pollutant Discharging Entities (Draft for Comments)
Abstract
The Measures apply to enterprises, public institutions and other business operators subject to pollutant discharge permit administration that conduct self-monitoring, as well as to the supervision thereof. Pollutant discharging entities shall establish a monitoring data quality management system; standardize the management of monitoring points, equipment, reference materials, records and ledgers; and truthfully disclose automatic and manual monitoring data. Where technical service institutions are engaged, entities shall contract directly with them and supervise the entire process. Automatic monitoring equipment shall be installed, connected, operated, maintained, calibrated and subject to abnormality handling as required, and relevant points shall be equipped with video surveillance. Manual monitoring shall standardize sampling, sealing, analysis, operating-condition records and data review. Ecological environment authorities shall conduct supervision primarily through off-site inspections, credit regulation and differentiated management, and specify circumstances constituting distorted data, abnormal equipment operation and serious data falsification.
