Notice on Issuing the Shanghai 2026 Development and Construction Plan for Onshore Wind Power and Photovoltaic Power Stations
Abstract
This Notice applies to developers of onshore wind power and photovoltaic power station projects included in Shanghai's 2026 development and construction plan, grid enterprises, relevant district development and reform authorities, and administrative committees. Shanghai plans to advance 345,310 kW of onshore wind power and 1,453,850 kW of photovoltaic power stations. Developers shall expedite preliminary work; onshore wind projects shall obtain approval before June 2027, and other photovoltaic projects shall commence construction before June 2027, while complying with requirements on land and sea use, ecological protection, soil and water conservation, and aquaculture. Grid enterprises shall process grid connection and incorporate supporting grid facilities into construction plans. Projects shall meet energy-efficiency benchmark and advanced technical indicators, while photovoltaic suppliers and wind turbine units shall comply with relevant industry requirements. Changes to key project information require application and filing, and relevant entities shall complete project registration information; projects failing to obtain approval or commence construction on time may be removed from the plan.
