Abstract

These Provisions apply to customs supervision of sanitary treatment of entry-exit means of transport, transport equipment such as containers, cargo, baggage, postal parcels, corpses, remains, and their outer packaging. Obligated parties shall organize disinfection, insecticidal treatment, rodent control, decontamination and other measures; isolate relevant objects before treatment and cooperate with customs supervision. Upon receipt of a notice, they shall prepare a treatment plan, notify customs of the time and place of operations, and, where necessary, commence operations only after customs review. Implementing entities shall have the requisite capabilities and keep proper records. Obligated parties shall submit result reports after completion and retain relevant materials for at least three years. Customs conducts documentary or on-site supervision, orders rectification of deficiencies, and may deny entry or exit, order return shipment, or destroy objects that cannot be effectively treated.
