Regulations on Temporarily Suspending the Operation of the Catalog of Waste Materials and Used Goods under Temporary Import, Re-export and Transit Trade

This Circular applies to traders engaged in temporary import for re-export and entrepot trade in goods, as well as relevant regulatory authorities, organizations and individuals. It promulgates two lists of goods for which such business is temporarily suspended: Appendix I lists scrap materials and Appendix II lists used goods. Goods listed therein may not be traded through temporary import for re-export or entrepot trade. The lists do not apply to entrepot goods transported directly from the exporting country to the importing country without passing through Vietnamese border gates. Scrap materials and used goods for which temporary import or entrepot customs procedures were completed before the Circular takes effect may continue to be re-exported or transferred under the rules applicable when the procedures were completed. The Circular also repeals Circular No. 18/2024/TT-BCT and relevant provisions and appendices of other instruments.
