Abstract

Applicable to government organs, enterprises, public institutions and social organizations within Shenzhen that install and operate distributed photovoltaic power generation systems with an actual installed capacity of no more than 3 MW per project, for the application, accounting and verification of carbon inclusion emission reductions. Projects must not fall within the carbon-emission accounting boundary of key emitters in the carbon market; bundled projects must not exceed average annual emission reductions of 20,000 tonnes of CO2 and must not duplicate participation in other emission-reduction or environmental-rights transactions. Emission reductions are calculated by multiplying photovoltaic generation by the Guangdong provincial average grid emission factor, while project emissions and leakage are both deemed zero. Applicants must retain evidence of grid-connection acceptance, generation, ownership and benefit allocation, establish ledgers and electronic archives, and preserve them for at least 10 years after the final registration period.
