Technical Requirements for Recycling Waste Planting Materials of Highway Greening

This standard applies to the recycling of waste planting materials from highway greening on Class II and higher-grade highways where implementation conditions are available. Entities engaged in collection, storage, transport, processing and utilization shall establish traceable records covering the entire chain from source to utilization, and implement safety protection, operating procedures and fire emergency measures. Toxic plants, invasive alien plants, and pest- or disease-affected materials shall be separately handled and shall not enter the recycling system. The standard specifies requirements for raw-material selection, processing, storage and application for organic mulch, compost and biomass fuel, and requires treatment sites to comply with limits for noise, odour, air pollutants, carbonization pollutants and compost leachate discharges.
