Yunnan Province Rules for Emissions Trading (Trial)
Abstract
These Rules apply to emissions trading and related administration within Yunnan Province. Trading parties include government reserve institutions, pollutant-discharging entities that have lawfully obtained emissions rights, other entities entitled to dispose of such rights, pollutant-discharging entities needing to purchase rights, and reserve institutions. Trading may take the form of quota allocation, public bidding, negotiated transfer, or other compliant methods. Applicants shall submit trading applications, emissions-rights verification results, and entity qualification materials through the management platform. Trading is prohibited where emissions rights have not been verified, are sealed or frozen, are mortgaged or pledged without required consent, or where the transferee's area fails to meet environmental quality standards. The Rules specify requirements for electronic trading, transaction disclosure, contract settlement, permit modification, objection handling, and suspension or termination of transactions, and require regulatory oversight and information sharing by relevant authorities.
