Implementation Opinions of the General Office of the Zhejiang Provincial People's Government on Strengthening Urban-Rural Coordination and Further Advancing Rural Domestic Sewage Treatment

This document applies to the advancement of rural domestic sewage treatment and the construction, upgrading, operation and maintenance of related facilities in all cities and counties (cities and districts) of Zhejiang Province. Local authorities shall coordinate the planning, construction, operation, maintenance and management of urban and rural sewage facilities, and select treatment by connection to municipal plants, centralized treatment or resource utilization according to village conditions. Key areas shall prioritize connection to municipal plants and implement separation of rainwater and sewage; where pipeline extension is not feasible, facilities shall be upgraded to meet relevant discharge standards. Household connections shall be advanced, unauthorized reconnections investigated, and aging facilities dynamically renewed, while project approvals and quality and safety management shall be standardized. Responsibilities of operation and maintenance enterprises, safety in confined-space operations, lifecycle digital management and online monitoring shall be strengthened. The household connection rate shall reach 90% by 2027 and 95% by 2030.
